Sir J. Jordan to Sir Edward Grey.-(Received April 20.)

Peking, March 6, 1907. WITH reference to my despatch No. 526 of the 12th December, I have the honour to state that, when arranging the date of signature of the Canton-Kowloon Railway Final Loan Agreement at the Wai-wu Pu on the 26th ultimo, I took the opportunity to remind his Excellency Tong Shoa-yi that the question of the Soochow-Hangchow- Ningpo extension would now be taken up by Mr. Bland without delay. I mentioned that it was our desire to meet the legitimate wishes of the Chekiang people in every reasonable way which would be consistent with the rights of the British and Chinese Corporation under their Preliminary Agreement.

The only remark made by his Excellency in reply was that he personally hoped to have done with railway loan contracts after the conclusion of the Canton-Kowloon Agreement.

I again referred to the question at the Wai-wu Pu yesterday, and on both occasions reminded the Ministers of the arrangement made with Mr. Carnegie by which our consent to let the Soochow Railway question rest until the Canton-Kowloon negotiations were completed was in no way to impair the rights of the British and Chinese Corporation under the Shanghae-Nanking Preliminary Agreement.
